Interview with Ian Dickson from Burleigh Evatt.

The Revenue Management System (RMS) is a powerful and flexible software tool that enables the effective management of tax revenue.

Data Torque worked together with the Tongan government on their programme of revenue reforms for both GST and income taxation. Involving huge changes in administrative procedures, with a large shift from pen and paper to computerisation.

Each jurisdiction has its own requirements. For this reason, RMS is designed to be flexible. Data Torque consulted closely with the Tongan authorities and advisors to ensure that the features of RMS suited its needs.

We guided our client though all aspects of implementing RMS. From initial analysis, design and development, through to installation, full training and support. Ensuring that the end product was delivered on-time, on-budget and fit for purpose.

“The overall feeling from both local and ex-patriot staff who had come out of Inland Revenue or the Australian Tax Office, is that they found the system superb.

The experience of working with Data Torque was that they delivered a system that was fit for purpose at a level of technology that was appropriate for a developing nation... You don’t get into many situations as a government advisor where you can say that an IT supplier has done a fantastic job – but I really do think that’s the case. And is certainly the opinion of all the people involved with the project.

There was to my mind an element of under-promising and over-delivering. People are always sceptical about IT solutions working as promised. You can honestly put your hand on your heart and say that it worked better than people expected.

Because the Data Torque RMS system is running in many different countries, there’s cross-fertilization. Ideas that occur in one country can be applied elsewhere – that’s been a great boost, and one of the advantages of not rolling out an isolated system.

In a sense, it’s taken Tonga 2-3 years to achieve the level of evolution which took New Zealand 20-25 years, and that’s fantastic.”
